I have a large ceramic pot that I want to use as a fountain. It has two small (< 1/2") drainage holes in the bottom. What can I plug them with to make the pot water tight???

first, be aware that ceramic pots are not water proof. they absorb water. If that is a problem you should use only a totally sealed container.
So, anyway. I woudl simply find something that fits over the hole and use some RTV silicone to glue the plug over the hole. Apply the silicone liberally over the patch as well. If it need to be asthetically pleasing, you could find a plug that fit within the hole and carefully seal it with silicone but you need to be careful as that method will not withstand pressure (the weight of the water if the plug is not supported from the outside) could cause the plug to get pushed out of the hole.
