I have a Carrier model 38BRC036331.
Yesterday the thermostat 'shut off'. It receives no power. I took it out of the wall and jumped the yellow and red wires (Y1 & R) to see if the unit turns on. Nothing.
I went out and double checked the breaker on the main panel and the breaker at the compressor. Both are on.
Any ideas or suggestions?

I would first check for 24 volts at the transformer.

I agree. Also look for a fuse located inline with the transformer secondary or on the circuit board
