I have tried to clean my windows with everything from plain water, vinegar and water, windex and vinegar water and a little dish soap. No matter what I use I still get a cloudy spots on my windows. Is there anything I can use to get my windows clean without these cloudy spots?

Do you have double pane windows? The cloudiness may be from the seal between them that failed and you are getting moisture there.
If they are single pane, then its either your drying rag or paper or cleaning bucket may be contaminated with some type of oily residue.
In the past, I had a problem with paper towels smearing up the windows. I now use black & white newsprint to dry the windows and they do a better job and I use vinegar and water. I also do the windows when they are in the shade and never when the sun is beating down on them.
If this fails, try using "Bon Ami" powdered cleaner, rinse well and then your vinegar and water.
One other thought is the quality of the air inside and outside that may be laying down this cloudiness. You did not say which side of the window is cloudy. Which side has the most cloudiness will determine where its coming from.

Newspaper. I install windows in houses and *unfortunately* our policy is to clean all the windows we install. Sad to say I've cleaned more windows than I like to think about.

We go to the local newspaper office and buy their small rolls of blank newsprint that are left over at the end of their runs. There is something about it that makes it the perfect window cleaner. We just use the aerosol window cleaner and newsprint. Something about the acid in the paper that makes it turn yellow with age- is the reason it works so well, I've heard.

sounds like the seal to me...i have a church i do work at, that just one door out of the whole place is like that

Thanks so much for the information. I was thinking myself it was the seal. I do have double pane windows which are only 6 years old so I'm going to call the company and have them come out and check them. Thanks so much for all of the help.
