My friend is planning a new house and she is very keen on halogen downlights for most of the rooms.
I hate them because they are difficult to change, are not efficient because people use a lot of them instead of one or two incandescent or fluoros.
They also run at a very high temperature so I imagine they could be a fire hazard.
Any comments appreciated.

I think if it is your friends house she should install what she likes.
Halogen lighting is a type of incandescent bulb that give off a clean very white light. True they do run hotter, but the fixtures will be listed for their use.
They are also dimmable unlike most fluorescent type bulbs.
I doubt that just 1 or 2 regular incandescent bulbs will provide adequate lighting for the room, but a lot depends on the room and the tasks performed there.
Recessed lighting also gives a very clean look to the room since it does not intrude into the space.
You need to understand that there are different types of lighting like task, ambient, general lighting etc. Recessed can fill many of these needs just by using different trims, bulbs and correct spacing.
