I am adding an additional section of roof which will make my chimney too short. I need to add 2 ft to the top. I have the brick, mortar and liner I need to finish the job. Is the space between the liner and the exterior brick supposed to be solid masonry or does there need to be an air space for expansion when the liner is hot during fire burning. My initial thought was to fill it with solid masonry.

Never fill the joint between the flue ans the brick solid. You need to allow the flue to expand as it heats up.

Also be sure to research the tech data on the BIA website so you will build the new cap correctly.
