I have a 500 sq crawl space that is an addition that was put on my house. It is a concrete slab. Currently the insulation is R19 (or R18) and the paper is facing down. There are a few spots where the bats have come off.

My A/C guy was under there and hr said it feels a little damp in that area.

My question is; should I remove all the existing bats since it is upside down anyway and there could be moister issues? Replace it with R30 and if so, what kind of vapor barrier should I be using and where?

Nothing wrong with paper down in a crwal. Cover floor with VB and install a good dehumidifier to remove RH above 55%

what kind of VB would you suggest? just lay it on the floor?

Go look at http://aboutsavingheat.com/crawlspace.html Yes get them all out of there.
We find that it dont pay to try and put any insulation in the floor joist at all. Insulation 2" to 3"on the walls. A block like of R 19 insulation in each joist space up on the sill plate all around the crawlspace A 6 mil poly down on the slab or ground. Over lap it 2 ft and tape all seams. With what you have now you will find that there can be water on the paper there now. If you have duct work there put a registers in it . Or take and run a dehumidifier In there in the summer . You sure all ground water runs away from the home. All downspouts run away from the home?
