I recently replaced the tub and faucet in my upstair bathroom. There is 1/2 inch copper piping. I cut out and installed a new faucet. I use a piece of old copper pipe (orginal connection 1/2 copper from the 1980's) and new 1/2 inch copper piping when installing the faucet. Now, if the tub isn't use - rust comes out and it's black if it has been a long time. It only comes out of this faucet. Is it the faucet? or piping? that I should concentate on?

Are you sure there isn't a galvanized nipple somewhere in that equation of your faucet?

The way you are describing it, that sounds like a galvanized nipple was used and is rusting inbetween uses.
