We have a vent that brings fresh air in to our basement for the AC/furnace unit. Rain goes down this vent and right into the floor on our basement every time there is a storm! Not good! We eventually want to finish the basement but can't until this problem is fixed.
I am wondering if we can change the type of cover on the outside of the vent to prevent the rain from coming in in the future. Thanks for your advice!

You could put what is called a wind vent on the outside end of your vent. It is kind of different looking. You will probably have to order one since I know of no one who keeps them in stock. You will probably have to go to a company who supplies venting for propane and gas exhausts. They come in different diameters so measure your pipe before you go. They cost about $30.00 each depending on what size you need. I have had to put two of them on my place due to that very same problem. Good Luck
