I have a wall mounted plasma TV with no speakers. there are white and red audio jacks on the side. Can any speakers be connected to these jacks?

Typically no. Those jacks on the TV are just signals that are probably not applified.
You will need a receiver to power the speakers.

It is a winbook, I removed a cover and there were actual speaker connections. Connected the speakers and there is a lot of static

Please post what model # this winbook is. From what I have been reading, all Winbooks TV's are LCD's and not plasmas.
