My T&P valve is leaking constantly, and I replaced it 1 year ago. It is an electric heater attached to the town water supply.
Our water is not too hot, so it isn't the thermostat.
My thought was that I may need to install an expansion tank.
My question is, if thermal expansion is the problem then should the leak stop temporarily after I operate the T&P valve to release excess pressure? Because it doesn't. It just keeps on dribbling.

What pressure rating is listed on the tag attached to the T&P valve?
What is the pressure of your water service? Do you have a pressure reducing valve (PRV) on your incoming water line from the meter?
Thermal expansion would cause the T&P to open only long enough to lower the pressure. If it rises immediately after being lowered by the T&P, or any other valve, being opened temporarily then the problem is something other than thermal expansion.
