I have a GE s40 short tank, where is the anode rod, I found a 1 1/2 plug on top but I could not budge it. Its 7 years old and never been checked. I guess that is it

If that plug doesn't have any hair on it then you are probably correct.
Anode plugs are installed extremely tight at the factory. Removing them often takes a wrench with a "cheater" (extension) handle three or more feet long.
