Hello. We just bought a new home and during the home inspection the inspector noted that there is a small amount of rust on the top of the water heater. I believe he said this could be due to "incomplete combustion" but I'm not 100% sure if that is accurate. Can anyone tell me - 1) what this rust may be from; 2) what I should do about it; and 3) what kinds of servicing are recommended/required on water heaters. I believe the unit was not too old (I'll have to check the report for exact age) and no leaks or other specific problems were noted. Problems typically associated with water heaters (lack of hot water, smelly water, etc) do not seem to be a problem.

How is the unit vented.....any elbows....is it just a standard atmosperic vent unit?

It had about 8 inches of vertical rise then a 45 degree elbow then slopes up towards the wall into the chimney flue.
