condenser is not working...have checked, and reset breakers, they are on! blower inside is working.... however it is 90 degrees!!

other question, I noted years ago when service person cleaned outside 'fins' they sprayed something on it, and then hosed it off and that was the cleaning. This system doesn't have fins, but seems to have bristle system, which I did note is coated with dust..... can I simply hose that off for starters??
