My central air doesn't seem to be working. The fan is not moving but I can hear a humming noise coming from it. When I touch it with a screw driver it hums louder (as eletricity passing). any ideas what could be going on?

I assume you are talkin about the air handler (inside unit). Motor humming but not turning, could be caused by a bad capacitor or a bad motor. Carefully give the blower wheel a push and see if it starts up.

Actually It's the outside unit that I'm having problems.... The air is coming out of the vents but it's not cooling

How old is your unit? If it is more than 10 years old and you can verify proper voltage to the motor I would recommend replacing both the fan motor and capacitor. Much easier to do than messing with it two or three times Do It Right Do It Once.

Just found the problem and actually that something all should do in the same case: I checked the fuse with my tester (hadn't used for years) and it showed that one was not working. It cost me 10 bucks instead of a couple of hundred

Excellent glad you got it going. Everyone that reads this with a similar problem can maybe use the information. After all the main motivation for DIY is saving some bucks right?

My system has been blowing warm air for a couple of weeks now. After reading some threads on the internet, I decided to check the outside fan. It's def. not working despite the thermostat being on. I do not have a fuse tester. How can I get this to work. The service man is supposed to call back, but my windows do not open and it is like the heat in the back of the bus in this house.
