I own a condo with a Furnace AC. During Summer, the AC chokes (it be sounding normal for a few seconds drops and then picks backup) every few seconds. Most occasions the AC functions perfectly fine. Below is the model for my AC. This AC is about six years old (installed 5/2001) and we have always had this problem.
Model: HW/HWC Series “Magic-Pak” Thru-the-Wall Unit
Company that installed: CYPRUS AIR Heating & Cooling / Richmond, VA
Condo has brand new energy efficient windows and doors. I have even gone ahead and replaced the fuse box that was blowing fuses regularly which is now fine. This dipping/ choking sound that happens hasn’t gone away.
We have called these companies several times to check on the problem, but they are unable to give us a reason why it is happening or any other external issues that might be causing this problem. It is like I am wasting money on having these guys come in and look at the AC and not telling me what the problem is and how we may fix it.

The thing probably has a loose thermostat or control wire and the compressor is kicking off and then immediately trying to start again, against high head pressure. Have your service folks check the wiring connections and install a anti short cycle switch and you should be good to go.
