The stucco on the entry way to my front porch is flaking off. The base coat seems sound but the color or finish coat is breaking off. I repaired this about two years ago and even tried Elmers glue ( as I was advised) to make the color coat stick better--- it still comes off. The area is subject to some direct water contact when it rains or snows and I am working to divert that water problem.
Is there anything I can do to make the color coat stick better--I also have some spots on the back side of the house (all stucco) where some of the texture is flaking as well.

Where are you?
What kind of finish is it? Dash (sprayed on?) Put on by hand?
What other preparation did you use in addition to the Elmers?
Elmer's glue is a lot like a bonding agent but it might not be water resistant enough so when it got wet the bond failed.

Try this: Be prepared to repair a larger area. Pressure wash the stucco. If the stucco is sound it will do nothing but clean it up. If it is loose you might as well find all the loose places and repair them all at once. I suspect that you have had some contamination between the finish and the brown coat. Sometimes if an inordinate amount of time passes between the brown and finish the bottom of the stucco gets splashed with mud from the eaves and it prevents a good bond of the finish to the brown. After the power wash a mild acid cleaning of the bottom of the stucco and a thourough rinsing before using a quality bonding agent like Weld-Crete by Larsen's products will assure a good bond.
One other thing. Has the stucco ever been painted? Or even worse painted and refinished?
If so you want to follow a different proceedure but I am tired of typing now.
