I'm in a condo with no "cork" requirements and above a parking garage . . . since I'm not concerned about the sound transferring to people below me - does the cork also control the sound from transferring to neighbors on my floor?

Does it make a difference that I have a dog . . .

I'm a new homeowner just trying to learn the basics. . .so thanks for help!!

Cork is soft and resilient. It's a great insulator of noise, especially where there's lots of traffic and pets and children making their rounds.
