I have a bar faucet that i'm installing. It has a hot and cold line.
Can i just hook up only cold water to faucet and not hook up the hot at all?

Cap off the hot water inlet (which is normally 1/2 pipe thread unless it's bare copper or something else) with a pipe cap to prevent any possible leaking.Use a brass or plastic one to avoid eventual rusting issues.Any other fitting or if it's bare copper you can work around with some help from your local hardware store.Once capped you'll be ok.You don't say if the location has a hot water supply but if so you'll want to take steps to also cap this line off.

You can also just bring your cold supply up. Put a Tee on it..and pipe the cold to both sides of the faucet. Thats how i usually install mine when customers ask for this set-up.
Your main concern is opening the cold side and having water bleed back through to the hot side and leak under the sink.
If you install a Tee and keep water to both sides of faucet it keeps any washers or o-rings inside the faucet on the hot side from possibly drying out etc.
