My Bolens 15hp 38" riding mower is not pulling correctly. When i release the clutch i can feel it lurch slightly but i must be on level ground to get any speed. belt seems to be turning the pulley. could it be internal?

It could be. But it could be the belt is worn and slipping, or, a worn/broken tension spring, or, a simple adjustment of the clutch linkage, or, a broken chassis where the trans mounts up. Post back with the TIN (Tractor Identification Numbers) as well as the engine ID numbers so we know what you have and how to better assist you.
