Hi - We installed a Keeprite A4C4 14 SEER AC in our house and today we tried to turn it on for the first time (service people installed it few weeks ago).
I noticed that the outside unit turns on for 12-14 seconds then stops and this cycle continues, however the inside part in my basement is always on. Is this normal? My old unit was 20 years old but I am not sure if the new units work in this manner or something is wrong. I noticed the problem when I realized electricity was being sucked out every 12-14 seconds...

Does everything outside stop or just the fan?
