I've inherited a project that needs finishing. This is an outside U shaped bar/barbeque that was built with wood framing and the outsides covered with concrete stone so it has a dry-stacked look. The problem is the top. It has 3/4" OSB for the counter top base, then wire mesh was nailed, then a coat of Quikrete mortar mix (#1102) troweled on top of that to a thickness of about 1/2 to 3/4 inches. The surface is very irregular.
Question: can I trowel on a second coat to create a smooth and level top?

I wouldn't spend a lot of time and money on it, because that OSB is going to swell and crack whatever you put on top of it.

I agree with Tscarborough (speaking from experience). The wood will swell. A better choice would have been cement board as a base.
As to your question about putting on a new layer though, it CAN be done. But should it?
