This should be easy to find! Did he see arc marks?

Id say for sure, please call another tech to look at it. With a meter and a AMP gauge he sure should have found it. Or did he try just the compressor?? Then just the fan ??? Get someone that knows what they are doing. ;)

he said that it looked like the sparks were from the compressor but the compressor is not running he checked for wires touching and other things but said the compressor was not grounded what ever that means after checking these things said it had to be the compressor but he was puzzled by the readings he got from the meter he used even used another said it wasnt grounded i was told that a jump starter or something like that may work is this true

There are two types of people in the HVAC feild. Techs, like me, Ed, airman, Matt and others here. We find the problem, find the cure, and repair it. Then you have part changers. People who often get lucky by changing different parts until the problem goes away.

What you had was a part changer.

There are only 4 components outside wired to line voltage. Compressor, fan, capacitor, and contactor.

Doesn't take a rocket scientist to figure out. But it does take a qualified tech and not a part changer.
