Hi,
The AC in my house works for a short while and then starts blowing out really humid feeling room temp air. Its 84 degrees in my house right now.
I have removed all leaves/grass from the outside unit.
I have hosed off the entire unit.
When I touch the copper line that runs into my house it feel a little cooler than it does outside, but definatly not cold.
I had a repairman out and we changed my filter inside the house and turned it on and it cooled so he left, one hour later humid air :(. 40 bucks down the drain hehe. He thought the filter was just dirty.
I am starting to believe it is something under my house.
Any suggestions or tests would be much appreciated.

it sounds like the evap coil may be freezing over. Can you see the evaperator coil (that is the coil in the air handling unit in the house)
If it freezes, it would block the aire from flowing through it.
A evap cool that freezes is often the sign of a low freon charge although there are some other reasons for it as well.

First 40 bucks is a cheap service call. But don't call them again.
How do you get the A/C to run again?
There are 2 copper lines how does each feel to the touch?
This could be a simple low charge deal (but you have to do the (not so simple leak check) where the coil partially freezes, turns off the compressor and fills the home with evaporating ice from the indoor coil.
Need more info.
