We live in a condo building that is constructed with cement slabs. The ceilings have the "V" indentation (about 1.5 inch wide) every 4 feet where each slab joins another slab. The ceilings have the "popcorn" finish. The popcorn is in good condition (no cracks, none of it is falling down or flaking). I know we could remove the popcorn, but my question has to do with what to do with the ceiling after. Can we plaster the ceiling? Can we fill in the "V" indentations? I saw this done on a Bob Vila program some years ago. The condo they were rehabbing had the same kind of construction as ours. They did not remove the popcorn, but they roughed it up (knocked most of the "pellets" off), put a primer or sealer on it and then applied a light coat(s) of plaster. The idea was that the roughed up popcorn material gave the plaster something to adhear to rather than a smooth, flat cement surface. Vila's finished results looked great and the process makes sense to me, but I wonder if anyone has seen such work a year or two later and if it really works. Some have suggested that we put in drywall material on the ceiling, but I don't want to sacrifice the precious inches that would take up on an already low ceiling. Sorry for this long entry, but I wanted to give as much info as possible. All comments and suggestions would be appreciated.

Welcome to the forums!
Most of these ceilings have popcorn so it will hide any defects in the concrete finish. You can scrape off all the popcorn and fill any voids in the concrete with either a setting drywall compound or a masonary product. You can also use a different style of texture.
I'd be leary of filling the grooves, I've never heard of anyone doing so and would be scared that the filler would crack later.
