I have moved into a 38 year old house with storm windows. My problem arises when I attempt to open my wooden windows for they will not open. I thought they were painted shut from the inside, but I have run a 5-n-1 tool on all interior edges and broke the paint loose. The windows will still not open. Any ideas?
I think they may be painted shut from the outside, however, I have storm windows which were installed before I moved in.
How can I open these frozen wooden windows and can I take the storm window apart from the outside?

You would need to unscrew and remove the storm window, since you cannot raise or dismantle them from the outside. Once the storm window is off, you will be able to see if the windows are painted shut.

Once the storm windows are removed, are there any issues that should be considered during the re-installation.

Not really. It might be a good time to wash the windows while you have them off, though! Be sure you don't get the storm windows mixed up- put the same storm window back on the same opening so that the holes will line up perfectly. That way it will go back on in exactly the same place it was.
Don't make the mistake of caulking your storm windows on when you reinstall them. It makes them practically impossible to remove later, if needed.

Someone may have nailed or screwed them shut!!!

That would be a bummer. Would they nail or screw them shut from the outside?
