I had run most of my hardwire with 24 ga, 4 wire tel inside wiring years ago.Will this work on the concord 4 alarm.

It should work depending on how long the run is. If a single run is over 200ft or so, I would recommend using 22gauge. If the run is less then this, you should be fine.

The smaller gauge wire should work just fine. The only caveat is that the manufacturers all recommend 22ga or larger, so if you use the smaller gauge, they can and will blow off any warranty or liability claims.
