During the winter, it seems a cat has been digging up the front flower bed. There was a few bulbs that where dug up and few holes all over the place (only going down a few inches). What can I put there to stop the cat or cats from going there.

Place some chicken wire over the bed for protection. You can cut openings for slipping in annuals and perennials.

I have used Fox Urine in the past to keep away skunks from my front flower beds. Says on it works on cats also. You can buy the urine and a small container that you put it into and hang it someplace. Has worked really well on the skunks.

Motion sensor sprinklers are also effective for keeping stray animals out of yards. Of course, you can trap the cat and take it to the local pound. Some local animal control services will loan you the trap.
