I just moved into a new condo and it's noisier than I expected. The association bylaws prohibit owners from doing anything to the drywall other than painting it. Is there any product available that can be applied to or over the drywall to reduce the noise?

Welcome to the forums! Sadly to say, there is nothing that can be surface applied to quieten the noise. If the condo was properly built, there should be adequate insulation between the floors and walls (even interior walls) to aid in noise reduction and heat/cold transfer. But as with all well laid plans of mice and men.......

Not sure how well you can make it look but hanging fabrics or something that can help obsorb and block noise might help.

Create 'white noise' to block exterior noise. Soft music, ocean, wind, and rain sounds are often used to block disturbing noise.
