I want to retexture a wall from some sort of wide bubbling mess that is uneven to orange peel...what is the best way to take care of the exisiting texture? It has been painted over with an oil based paint.

I'm not certain what you intend to do. Are you wanting to skim coat the wall and then apply an orange peel texture? Does it currently have a splatter coat?

Often it is best to prime the oil base enamel with a solvent based primer before going over it with j/c or latex paint but you may be able to sand it well, skim coat and then texture.

Ideally skim and retexture. I didn't know if sanding was the proper procedure or not...I'm assuming I go with standard drywall screens?

Sanding screens are usually fine but since you have oil base enamel on the walls it might be better to sand with something a little more aggressive - maybe 80 grit sandpaper.
