Let me start with saying that 'master code' #63* does not allow me to change the time. 'Master Code' #63 does display the time. As soon as I hit * it goes right back to 'Ready to Arm'.
I have tried power cycling and that has not helped. This system was locked out, I power cycled it and changed the installer code. I replaced the two keypads with 6160's, one addressed 16 and the other 17. I have reset all the codes. I can use the master code to change, add, and delete users, so I know I am using the right code.
Any answers would be helpful.

That is the correct sequence for a Vista 20P. Press [code] + #63, when the time and date displays, press * to change it. You don't seem to be missing a step, by your description, and you have the right keypad.
