So what's the difference here???

You got your IC (fixtures that CAN touch insulation)...
You got your NON IC (fixtures that CANNOT touch insulation)...
Then.... you got your IC / NON IC fixtures... (fixtures that either can/ or can't touch insulation).

Am I missing something? Do we need a 3rd category? Isn't ANY IC fixture an IC / NON IC fixture?

It's kinda like the difference between Partly Cloudy and Mostly Sunny...

I need shallow recessed cans ones for my remodel, and the only lo-pro ones I can find at the local superstore are IC/Non IC. It kinda scares me! makes it sound like there is still a chance that it'll burst into flames!

Thoughts?

Those housing will meet the standard for either category. Certain trims are only rated one way though. The trim will determine if it needs to be used in an non-IC type usage.

If it meets the IC test, you can put it anywhere, but the trim may have some effect.
