I am in NJ. Want to build a 8x11 wood shed in the backyard. I understand that I don't need concrete footings. 4 concrete blocks at the 4 corners should work. But I'm not sure how deep I should dig and pour stones under the blocks, as footing.

I would not use hollow 8x8x16 block. I would use 2 - 4x8x16 solids laid flat at each corner.
A few inches of greavel would be fine depending on the stability of your soil.
The higher you get your shed, the drier it will be and the longer it will last. Use pressure treated wood for the base and use the correct nails when you nail into pressure treated lumber even if only one member is treated.
