Try regular paint remover, one that is designed for oil base paints, if that's what's on the concrete. Maybe one that you can hose off with water. Then try a high pressure washer.
How long has it been down?
It will come up, well most of it.

Welcome to the forums
I second the recomendation for paint and varnish remover.
If they are just drips, scraping with a putty knife or screwdriver often removes the majority of the paint.
