I have a Culligan Mark 100 9" water softener. Which doesnt like the cold time of year. The regeneration cycle wants to stop in the middle of the cycle and I have to manually turn the control rotor with my hand to help it around the full cycle. I have had a service guy out here about once a year to fix it but the problem still continued after replacing the seals. I finally figured out how to get it back to normal (Somewhat), without spending $150.00 for a service call. My question is at what setting are my salt dosage pounds, backwash time and brine rinse times supposed to be set at. Im sure different areas will vary depending on water quality. I called Culligan and they actually told me that they had to send service out for that. NO WAY! Anyone have any idea?

WAY, those settings depend on your water condiitons, number of people in your family, water usage, and the capapcity and design of your softener.

You should have noted all the settings before "I finally figured out how to get it back to normal (Somewhat), without spending $150.00 for a service call".

The settings are the results of some simple math but the variables must be known to come up with the answers you want. Without those details all you can do is guess.

If you are having to get a service guy about once a year, when will they cure the disease rather than continue to treat the symptom. It should only take one or two service calls to repair the control valve and bring it back to reliable service. You should discuss that with the service guy. If I was paying for a service call I'd expect the valve to be repaired.

Maybe you can grovel a bit and get Culligan to cut you a break.
