I want to install a motion sensor security light above my garage door which is a tuckunder garage. This fixture would be placed at about the same level as an outlet on the interior of the house and maybe 1-2 feet away from that outlet.
So would I be able to pull power from that outlet to my new fixture? If so, how do I connect the wires? and how do I pull the wire from the outlet to the new fixture?
If I cannot do this can anyone offer any suggestions?

Dave, first the term "outlet" can be used for describing both lights and receptacles, so I will assume you are referring to a receptacle to draw your power from. The motion sensor light will only have a white and black wire (plus grounding wire), so it will be a simple color to color attachment from your receptacle to an approved light box, and to the light. Now, you will not be able to control this light once it is installed, since you have taken in no consideration for a wall switch. I would run power from within the garage to a switch, keeping the white wires connected in continuity, and breaking the black wires at the switch, then continue to the light with the cable and connecting to the black and white to the light base. This way, you will be able to turn it on and off at will, or leave it to the motion sensor, or utilize the built in "always on" feature on most motion sensor lights.

Ok, more questions....
I can pull power from my garage to the fixture, so I want to know if I can run conduit out of my garage, up the outside of the house to a box mounted to my siding? Can I have a junction box mounted to the exterior exposed to the elements or do I need it inside the wall?
Do I need a certain type of junction box and conduit for this?

I would run the conduit on the inside. Your outside is seen by others, while the inside is usually only seen by yourself. I'm not sure where you are located, so I can't tell you what type conduit is required. Unless you are good at bending conduit, and have a bending tool, I would opt for pvc conduit. It is easily cut, glued and fit into spaces.
