I bought a used dehumidifier this week. It powers up, but doesn't seem to be filling the tank with water. I first tried it in the garage. It was about 63 degress and 70% humidity. Nothing. I then took it to the bathroom, ran a hot shower and turned it on. I let it run for about 30-40 minutes and nothing. Am I doing something wrong? The coils do not appear to be cooling down. Suggestions?

How difficult is it to charge one of these? Can I do this myself?

Recharging these equipement is going to cost you close to a cost of a new unit, so you are best to let it go, and get a new one. Also, home owners can't charge this since it's a sealed system. (No charging ports)
Do you know if the compressor is running or not?

It sound to me like the compressor is running. There seems to be a copper pipe, that doesn't connect with anything, that has some sort of cap on it. Could this be the port to add refrigderant?

Most small compressors do have a short stub that come off it. Yes that can be where to charge it. But if you not EPA you cant do it. Also you dont say how old it is can be R12 . You cant get or buy that any more. Like said ,buy a new one. It will cost you less

You still have to be EPA to mess with it. it sounds like your out of freon there. If it has had a leak in it and sat around for a time out of gas the compressor can be bad .
