I recently discovered a leaky washer and pulled both the washer and dryer out of the closet to repair the floor. To my surprise, the propane dryer was connected to propane by flexible copper tubing. I know copper tubing indoors is illegal for natural gas, but what about propane? The fittings are impossible to budge, and the tubing is kinked. Do I need to run the black pipe to reconnect the dryer correctly? Any advice?

Copper tubing in may or may not be illegal depending upon your local code.
While there may be nothing wrong with the way it is (aside from a kind in it), a more acceptable way of connecting the dryer is with a flexible stainless steel connector. They are available at most hardware stores.
