My husband is trying to install our new kitchen sink faucet right now. He cut the water off under the cabinet, but no matter how far he turns the hot water side to the right, the water will not cut off. It is still running just as fast as if he hadn't turned it at all.

What is the problem and how do we fix it?

Is this going to cause a problem when we install the new fixture?

Your supply valve has gone bad and either needs repair or replacement.If it's the chrome supply type then replace it as these are generally not repairable.If it's a brass shut off type valve it may or may not be repairable depending on it's age and condition and how badly it is worn or damaged.Regardless the washer that shuts off the water flow is bad and need replacement.You should also repair and/or replace the cold side as they are likely the same age and general condition.

Although it may be possible to replace the faucet without repairing or replacing the valve it will be more difficult and the bad valve will likely come back to haunt you at a later point.
