My concrete basement wall has a crack in it ,and when it rains
it leaks water out of the crack.
I'm thinking on digging out and around the crack on the outside and
filling the crack with hydraulic cement and back fill with sand(?),gravel(?).
Does this sound like a viable plan? Any suggestions would be appreciated.

The first thing to do is to correct the outside situation, if necessary.

Add long (10') gutter extensions. Make the 20 of land adround the house drain away. Then you can assess what you have to deal with inside.

Poured ot concrete block basement?

Is there any leakage at the joint between the floor and wall?

After you have had a chance to determine how critical the problems is, you can begin work on the wall. I would not do any excavation on the exterior initially. Open up the interior crack and force the open joint full of hydraulic cement. You may with to do the floor/wall joint also.

After that, you can asses whether it is worth the trouble to do the big outside costly job.

The basement walls are poured concrete. The home is a ranch.
Gutters are installed ,but as you mention,probably need to be
sloped far away from outside foundation. There may be leakage
at the joint where the wall meets the floor,but water is definietly coming in
from the crack that runs almost up the whole wall.
I suspect i should chip out a V groove in the crack to pack the
hydraulic cement.
I would be most happy in not having to dig out the outside foundation to fix the problem.
