I want to build a rock/stone wall about 3 ft. tall around the bottom of a mobile home for skirting. Do I need to use some kind of tie rods or support within the wall? Do I use morter, quickcrete, or what?

Well let's see...First you will need a footing wider than the widest rock you plan to use and deeper than the frost level in your area. That done you can use Quickrete's mortor mix to lay the wall. Some wire mesh (hardware cloth) in the wall every 3rd layer might help it stay together. Maybe some seam seal tacked to the mobile home would help seal the top. Good luck with your project.

I understand about using the hardware cloth, but can you explain "footer"? We don't really have much of a frost line here in S.Central Texas. We do have heavy rains at times that water will run along this rock wall. Is it necessary to dig down into the ground around the mobile home to place the footer, and about how deep and what would I use to make it? I'm just guessing it is a foundation for the wall I plan to build. If I used bricks instead, would that work the same way? Would I still use hardware cloth if I made it with bricks?

A footer is a solid base for your wall to sit on. If you just build the wall on top of the ground every time it rains the wall will sink down into the dirt. If the rain is heavy and the water runs beside the wall it could wash under the wall and cause it to fall apart. Something has to keep support under the wall. As it sinks it will crack and possibly cause the wall to fall apart. At the very least I would pour concrete a foot deep all around the home. This means digging 1 foot deep all around the home and filling that ditch with concrete. Again it needs to be wider by an inch or 2 than the widest rock you intend to use. Naturally the widest rock should be on the bottom of the wall.
Yes you would still need the footer for brick as well. But the hardware cloth would be on option. You would not really need it as the brick are all the same size and flat.
