My parents have a toilet that has started to not flush all of the time. You pull the handel and the water in the bowl will not always go completely down.
What might be causing this?

Not seeing what you see, it is often difficult to diagnose problems. However, the image that is conjured in my mind by you saying "pull" the handle is an older toilet with an overhead raised tank. Is this the situation?

Assuming the tank is providing the correct amount of flush water, the toilet trap is probably partially blocked. Try clearing the trap with a plunger or a toilet auger.

To answer chandler, no this what I would consider a regular toilet. It may be from the 70's or 80's
To answer Wayne Mitchell: that is what I am guessing. They do have low water pressure, but they always have. The problem only started a few months ago. The amount and release of the water seems to be normal. It is the water leaving the bowl where the problem occurs. I will try, this weekend, to clear it.

Limed up toilet, also. I have addressed this issue, successfully, with Santeen in quart bottle from plumbing shop. Pour in toilet bowl after plunging and sponging out all the water in bowl first, and fill to above the jet hole line and carefully dump down overflow tube also to get it to come out rim holes. Periodiacly carefully without splashing this hydrocloric acid, brush around under the rim. This lime scale disolver wil liquidate even real thick lime in the jet hole, if left alone for hours. I once left in in a toilet over the whole weekend without damage.
Not that this IS your problem..but check for this. Use mirror under rim holes and peer in jet hole to see if crusted at least 1/2 way shut with tan lime.
