How should i prepare oil based painted concrete floors prior to laying ceramic tiles? Is there an epoxy I could use?

You need to try and remove this paint first.
They make stripping agent for oil based paint.
If you do not try and take this up, there is a chance the thinset will not bond correctly to the slab.
