I have a Bi-Level Apartment (2 Levels). The Upstairs is very warm and downstairs cold. It is a Gas Forced Air System with the unit on the top level. The return is on the first level. I have even added electric baseboard heat to the first level, but the upstairs is still 5+ degrees warmer then downstairs. Any Suggestions.

Assuming that there is no blockage stopping the air (heat) from moving down to the lower level, it sounds like the contractor used the wrong size ductwork. The best way to test this is to close all the vents/registers upstairs and check the air flow downstairs.
If the flow is strong, you might want to keep some of the upstairs registers partially closed to force more heat downstairs. After all, heat rises so it still will migrate to the upstairs.
