I've got an old doorway with various peeled paint areas that were just painted over. The whole thing looks textured a bit from the differing layers that were covered.
What can I do to get this smooth again? Can I float over the surface with mud such as sheetrock 20 or 45 and sand it smooth, or is there a better procedure?

Scrape all the loose paint off first. Then skim coat with mud, prime and paint.

You might be able to feather sand it after scraping
But it sounds like it might need some smoothing with mud
