I am plannning on putting enginieered hardwood in half of my basement but am wondering how to deal with a drain in the floor. Can I just cover this over or cut an access to it? Looking for suggestions or advise? Thx

This drain may present you with a bit of a problem. Most floor drains have a slope in the floor to the drain so water is directed to the drain. Whether you cover it or leave an access, you'll still need a very flat floor so the slope will have to be dealt with.

Substrate flatness specifications are pretty strick, with hard surface flooring.
