I got a few drops of (I assuem) the B-I-N primer I used for the cabinets and it's not comming off easily - paint would chip off easily right?

Any chenicals or cleaners anyone can suggest that would a) get the paint off and/or b) bring back it's shine?

You may want to use one of the commercial paint removers such as Oops, or something like Methyl Ethyl Keytone (MEK). It has a high flash point, so it is a little safer to use. You still need ventilation.

'oops' or 'goof off' are probably useless against shellac. I don't know if denatured alchol will disolve pigmented shellac or not. Any way you cut it, you have one of the best bonding primers to remove = hardest to remove.

dilengently and carefully scraping with the edge of a knife may be your best bet

OOh, missed the part about Zinser. Yep, you've got your work cut out. I allowed a drop of expanding foam insulation fall on my ss sink in a previous house. It is still there.
