I have a floor gas heater in my garage. 3" vent. I am wondering if I can convert to 4" vent anywhere along the venting? For example. Can I run the 3" single pipe then put on an increaser (3" single to 4" single) and attach the increaser to a 4" B vent?

Yes, as long as your local code allows it. The only concern with increasing vent size is the condensation of flue gasses in the larger diameter flue. a 3 to 4 inch increase should not be a problem.

Best way to do it Get a 4" cap put it in the 4" flue cut a 3" hole in it. 1 or 2 small taps bent down out of the 3" hole to screw on the 3" pipe to hold it.
