my wayne furnace when it gets to the correct temp and shuts down fires once after shutdown and then shutsdown proprely

You saying when the t-stat has reach set point,, the burner shuts down, but then fires for a short time and shuts down again?

Does this always do this?

yes and only when it has reached temp and is shuting down

For kicks, if you are brave enough to do so, Remove one of the wire on the burner "T" and see if it does it there.. The burner should shut down 100%.

Does any kind of pilot or ignitor come on before it "fires up" the second time? Is the first fire COMPLETELY out, when the fire up occurs for the second time?

You also need to test, and or observe to find out if your stat is the culprit in calling for heat the second time around. There can be a condition either in the stat itself or in the room due to air movement, that can cause a stat to stop calling for heat, and then quickly call for heat again.
