If I go with a granite tile counter top, how would the average Joe cut the inside radius corners that relate to setting in the sink, and probably a cooktop?
Would it be feasible to set a self rimming sink in the substrate, and bring the tile over the top edge of that sink? ( assuming that clean inside curves can be done in the first place.

The type of installation you are proposing will require some very accurate cutting, bullnosing and polishing. I would suggest you take the tiles to a stone fabricator who has all the necessary equipment and knowhow to do so. You'll find that cheaper than buying expensive tools, and wasting lots of time and expensive tile on a learning curve.

Would still need to cut inside round corners that don't need to be polished. Can these be done by a DIY'er? oh, and howto?

You can make these cuts on a wet saw if the cut edges arent going to be visible. Make a series of cuts from the outside of the tile to the curved corners. Cut in different directions to remove as much of the unwanted material as possible. Now you need to hold the piece freehand at an angle that is straight up and down to the blade so that you can use the blade to grind away the remaining material to you lines. It takes some practice and often results in a broken tile or two after youve spent some time. Take your time, patience is needed here. If this cut is gonna be visible, you wont be happy with it so let the fabricator do it.
You can also freehand these cuts with an angle grinder with a diamond blade.
