What is involved in servicing a UV filter? Is it just a bulb replacement when the old one goes out or is it more? My new house has one of these UV water filters and I would like to make sure it is up to spec.

First of all, a UV is not a filter by any sense of the word. A UV uses ultra violet light in the range near 254 nanometers which penetrates the cell walls of microorganisms and disrupts DNA and RNA causing pathogens to cease in their deadly way.
Sorry for the that but is is extremely important to be specific when dealing with disinfection systems.
UV system DO often have a filter ahead of the light to provide clarity of water as nealy all turbidity shoule be removed prior to UV exposure. These shuld be at least a 5-micron rating.
Next, what UV light system do you have? Model, brand?
Bulbs are normally replaced once a year as most are designed to work about 9000 hours to produce 17mj/cm2 (class B) or 40 mj.cm2 (class A). Be extremely careful as never to look at the light while ignited without UV protection for you eyes. Just because the bulb is still lighted does, by no means, indicate that it is still doing its job. That is why regular replacement is strongly suggested.
Also never touch the glass on the bulb with your bare fingers. Natural oils from your skin will jeopardize the bulb much in the same way as with halogen bulbs. Use clean cotton gloves.
Make sure your water flow rate does not exceed the manufacturer's recommendations.

I looked all over the UV system and could not find a model number or a brand.
The ticket hanging from the pipe says it was installed in 2005 and uses a replacement bulb of 003518 SL-8UV. And was installed by Suburban Water.
It also says it can be ordered at: www.WeFixWater.com
I can post a picture of the system but it looks very basic. A stainless steel cyclinder with a pipe into the lower front and one out of the upper front and the light looks to go down into the top were there is a square stainless box on top of the cyclinder.
Looking at the website the part 003518 is a 17-1/2" long, four prongs one end bulb and costs $85.
I do not see any place were there might be a filter were the water inlet is?
